In football only 3 substitutions are permitted per game. That's why you can't add more.
hmm, found the problem, as i said 3 position changes = no substitutions ...

No... he should not, of course.
I'm not 100% sure for that. because if u look some goalies, then u can see some strange situation. For example better goalie have smaller rating(in team strength) when i compare him with other goalie...
When my 2nd goalie was sitting injured at home (and I have nobody else to set G on the bench), my team G-strength didn't change. Looks like the source of strange situation is in different calculation of ratings.

Have you taken into account experience, energy and chemistry? How much better is that GK? And how much better his rating?
Yes, I took all that. 20 skills more and couple rating less.
