well, you are right that his shooting and technique is quite low, but after studying a dozen players with different skill set ups in my league (from players with 100 attack, 19 shooting, 22 technique to players with 90 attack, 90 shooting, 40 technique). The scoring ratio for the players was roughly the same, actually in favour of the players with less shooting/technique and more attack/speed.
So, I decided to train attack and speed and not bother too much with technique and shooting.
He has a 1:2,3:3,1 (goals, on target, wide) ratio at the moment, which is actually better than the 1:2,5:3,1 ratio that a player with 97 shooting has. It's also better than the 1:2,6:3,5 ratio for a player with 89 shooting.
It is slightly worse than the 1:2,1:3,2 ratio for a player with 19! shooting. It is slightly worse than the 1:2,4:2,4 ratio for a player with 22 shooting.
Looking at these players, there seems to be little difference (if any) between low or high shooting and therefore I am training speed/attack instead.

I see his point. Of course tactics influence how many chances/shot you get. But tactics should not influence the ratio between shots wide/shots on target
I can only hope that your forward is an exception. I agree with you that the ratio should be the other way.
But we saw the first 6 seasons in hockey that shooting was totaly neclected by the game engine. I hope in soccer its not the same

Playing on Low or High must also affect ratio between shots on or off target. Playing Long balls or Possession football will also affect that ratio. Playing Aggressively or Cautious should also affect it. Playing defenders to clear the ball or to retain possession will surely affect that ratio (it's not the same when you receive the pass from ultra skilled midfielder or from some defender)..etc...
From my point of view (so far) it's not. Shooting mixed with experience can break the toughest defense here...

So, because the chance is really good and that pass put him through all of the defense, he face a goalkeeper, so he will shot. He will score or he will miss. The main point here that he will shot.
If you get a bad pass from defender (who is set tactically to retain possession and passing) most likely that your striker will not shot. The main point here is that he will not shot.
