Agreed, there is far too much reward for sandbagging in lower leagues. OTR, attendance, and other forms of revenue must be capped at lower levels. But this discussion has been going on for quite a while.
Sadly there are no easy solutions because any cap placed on lower leagues makes it that much harder for promoted teams to compete at the higher levels.
Perhaps if sponsor money were increased after a promotion or decreased after a relegation (since sponsor offers come in before team movements) then it would make things more fair.

well. it's not that complicated at all like everybody thinks.
i.e. if you dominate your league then you cannot get over xy OTR per season. it will slow down only teams that yre sitting in lower leagues and it is max 1-2 team per league. if you do that you will REWARD all teams in their league cause those dominating will go in upper ones

So essentially you're setting up tiers for each level... You can't reach higher than X at III, you can't reach higher than Y at II, etc. etc.

The argument against that of course would be, II.1 in USA isn't as strong as II.1 in say, Slovakia. So should the slovakian teams be capped in OTR at the same level as the US teams?

No, you make the caps relative to the average OTR in Div I. So Div II is perhaps 90%, div III is perhaps 80% and so on.
You still keep the real OTR, but any revenue generated is capped. So a team that drops suffers normal OTR loss, which can be further capped by the league, but if there earn promotion back up then the restrictions would be eased.

Also, I agree that there is not enough motivation to promote.
I started this season with an OTR of 59.64 and it is hard enough to bring that number up w/o having to play teams that have OTRs of 200-300 (and team strength that is double mine) throughout the season.

I'm not sure we know what the hard numbers are for the maintenance levels. I'm sure some people have gathered data, but its not something I've looked into myself.
Someone I know whipped up a handy-dandy spreadsheet, so it has been done... Not sure if there is one publically available, though.

On top of that, a change was made this year such that you will get many more vandals/extra repairs expenses if your maintenance center is too low compared to other facilities.

Really looking forward to some chances to promotion/relegation finances or whatever it is. I'm 17th in my country, have an OTS of 80 in the top division. A team above me has 56 OTS and is in the third division! Kind of embarrassing he gets a higher seed in next season's national cup than I do. What are the chances of NC seeding being changed? Something like:
Division 1, then by OTR
Division 2, then by OTR
Division 3, then by OTR
etc.
