There is 16 sections of III and only 12 of IV, for III to II 4 leagues feed into in one. How does it work for IV to III if it was the same setup only 3 of the 16 would get promoted teams.
What happens is this.
IV.1 to IV.4 feed III.1
IV.5 to IV.8 feed III.2
IV.9 to IV.12 feed III.3
That means leagues from IV will be promoted to the first 3 III leagues. Leagues III.4 to III.16 do not have to worry about being relegated as there are no IV.13 to IV.64 leagues for them to be relegated to.
Make sense?

This has the unfortunate side effect of making III.1,2,3 and II.1 really competitive compared to other tier II leagues.
I don't think it is as skewed yet. But it will get there eventually. Right now judging by the average OTR of the league II.4 > II.1 > II.2 > II.3. But a very valid point.
OTR doesn't mean anything for competitiveness.. in fact.. in a more competitive league the OTR will just be shared around because the wins are not as top heavy.
There is an equal amount of OTR given out in each league each season. (there is exactly 38 x 20 wins)
If you look at the Overall Team Strengths (OTS) of the teams in III.1, compare to some of the later III leagues
They have a 17 OTS in 9th place.
In my league they would be top 5.
Its not a huge diff, but it has less crappy teams.
Somehow though... III.16 has a ridiculous number of higher rated teams.. so that's not a good illustration haha

Minor self correction... there can be less wins when people tie... but then the 2.5 ish OTR given out is split (some split goes for OTW, and OTL as well)
I see what you are saying. We were only at a few IV leagues a couple months ago before they added 6 or something to take us to IV.12. I still think it will be awhile before we hit IV.64
Yeah just don't understand why it would be setup like that right now ... if there were 64 IV teams using that setup makes sense until there is like Ketch says it just pushes all the winners into 3 leagues which makes it harder to get pushed in to II and then it would be harder to get out of II, mute point when I is reached but would make the road there alot harder. OTR would be alot harder to come by in leagues which are more competitive, which means less money/fans which delays development.
I think they do it that way due to simplicity. Each league feeds one and is fed by 4 leagues. If we had IV.12 feed III.12 and IV.11 feed III.11 it would cause an entirely different setup to be needed in order to run the promotion and relegation stuff. Instead of the bottom 4 getting automatically relegated the bottom 1 would and the 2nd to last would face a promo/releg round opponent rather than a team from 13-16 place.
Yeah the leagues were organized from a programming perspective. It's easier to build up the league structure programatically this way.
Still though top 2 teams from each IV div will move up. Teams will have around 20 stars each, so the first 3 III leagues will get 8 new 20 star teams most likely, the other 13 III leagues will get 0 .....
