Yes it does. HRE lvl 15 (in english) + 100% scouting gives almost 100% accuracy.
Ok. Thing is. In todays draft i Swedish div 1 I did not se any A (or better). I have the best scouting conditions in the league for the draft. A draft without any A at all just does not seem correct. Just unlucky this time while managers with lesser conditions sees a couple of A potentials?
Their A potentials are most likely wrong or you were just unlucky to have one to be shown as B. As you don't have lvl 15 HRE and 100% scouting, the scouting results can change to showing bad grades also. 
I didn't saw any A players today (bad HRE) but other people did see (better HRE) so it can go both ways and it's reall hard to tell who is seeing the right attributes before the player actually arrives.

Just realized I had messed up my scouts. I only had one assigned. As assistant. No main scout assigned at all. I guess draft scouting will take assigned scouts in to account..and not just the best two. In that case I will just bang my head through a wall for a moment. Had second pick.

I was just wondering about the Market Scout page...how does it work exactly? (Other than the explanation written on top)
1st) when I set a minimum of 550 OR and nothing else I have a list
2nd) when I set a minimum of 600 OR and nothing else I have another list
The thing IS that on the 550 minimum list I didnt see all the 600+ OR that were present on the 600 minimum list...why weren't they shown on the 1st list?
Also is there a maximum number of players shown on the page? If yes how many?

yes, there is a maximum of 50 players and they are shown from newest to oldest so that's why you didn't see some players in there.

looks like the public account abused a bug with loans
That account exists for 5 seasons...barely invested in facilities, didn't invest in players or arena...you don't think it is possible to have 120M in 5 seasons with barely some investment?

But it is an account that PPM offers for the new players in the game to learn from. You can see you will get to that account by yourself if you go to a page on PPM when you are not logged in.
Therefor it is owned by the admins at this game.
So it is indirect the admins at PPM giving another person in this game 120 million which I think is wrong. I don't think they should be bias.

I will check it with dario if it really is a case with admins...
They said that it is a bug and they will remove the bid...

And make a bid on To Sale... I can see one thing... someone will have the player and having not money at the moment the bid is maded. But the team going to have money when deadline is ?!

This is strange... and I dont think its a bug....
unfortunately I don't work for PPM and am not their programmer...I only have contact with them so I can told you as much as they told me regarding this awkward situation
