It'll be interesting to see how the draft order shakes out. A lot of people have very close SA levels, so it all will depend on youth training sports directors, and the randomness of the lottery.
For instance. There's 1 team with a better SA than yours right now in I.1, but there's 6 with the same level as you.
You could be picking anywhere from 1st overall to 11th or so (depending on how the system calculates everything).

McGees doesn't necessarily get the 1st pick. There's a lottery to determine ranking.
From the guide: "In these types of draft, the draft order is determined by the draft lottery in which every team can move up or down by a maximum of 3 places."
So depending on where teams are ranked initially (which depends on staff efficiency and whether current construction progress is included or not), there can be a rather large variance.
I'm wondering where I'll fall too. Even though I'm one of 4 teams with a level 11 SA in II.1, 2 of them have started construction for lvl 12 (I have not). So while I'm hoping that I'm no lower than 4th or 5th, hell... I could end up either 1st or 7th overall. o_O

Unless they're retarded, that statement would qualify the prior two types of drafts.

Although admittedly, looking at it now, "draft" is not plural either (which it would need to be in my interpretation)... so basically it's just a conflicting cluster-f*ck of a statement.
