But, there's only so many times you can read someone complain that "The other guy played high, but I got more penalties" I was just trying to get to the source of this belief.
I agree with the reasons you and TB have pointed out for why it would be the case. But I am just the type who questions assumptions and looks at alternative theories.
For example, not saying this is the case, but a possible explanation:
Theory- Playing on high has no impact on penalties.
So why would it be in peoples experiences that it does?
One possible reason is to look at when people play high, normal, low. People are most likely to play low against an inferior opponent while they are most likely to play high against a superior opponent. Thus it appears they take fewer penalties playing low, not because of playing low but because of the opponent. Same with playing high, its the fact that you are playing a superior team that causes more penalties.
I could be completely wrong on this. I probably am, but its food for thought.

Those are good points, Especially about the quality of opponent being an issue when it comes to the penalties. I'd have to go look at my past games to see what the penalty totals look like when playing at high, but i'm sure it depends on the player as much as the team too.
That's an interesting point that I hadn't considered. Could it be as simple as that, weaker opponents for less penalty and stronger giving more penalty. It's worth considering. I've only played on high a handful of times ever so I have such a small field of data to make any conclusion from.
yeah how people train tech is definitely an issue. I have always trained tech high, but someone a couple posts up apparently trains it higher because every time we play it becomes a revolving door of penalties on my side

Yeah, I have one d-man that has horrible Tech, so I'm training him for aggression and Def and then hiding him on my 4th line
But it is interesting to consider, how some people train shot vs tech etc may be a factor of your league, after all if you are facing a ton of great goalies you are going to be pumping that shot stat.

I went from training tech as a percentage of aggr. to now training it 1:1. But I do changes like that slowly so not everyone is there. Its weird to think but my changes in training philosophy last season will have a bigger impact on the upcoming season then the current one.
That was for Defense. Wings I train tech/aggr differently
It is weird to think about, i was training some of my players wrong and I had a few that I shipped off because they were unfixable, and some will be coming into their own this season and be even better. It is very hard to think longterm in this game, but decisions and outcomes are so important to that future and not the now.

Just curious as to why it has games played beside the advancing teams when I thought games have yet to be played. Is this a glitch as I think the standings it is showing is from the last 2 games.

The teams get the points and goal difference from matches they have already played against the teams of the same qualifying group. Canada got the points from the matches against Germany and Hungary but won't play them again in qualifying group.

Every single player on my team has tech higher than aggression. If i have a player who has higher aggression, they sit out until their tech is higher. Since i've done that i've had far fewer penalties. I average about 2min PIMS a game.
My team scores short handed all the time (7 in league play) so it's not as much of a penalty to me

When i was in Div 2 i used to think the same, but then i got promoted to the top league... and found that not only did my SH Goals drop, but my PK was torn apart
Quickly discovered the importance of high tech when playing much better teams.
