Normally, I'd agree with Temm, but it's too late to start a Triple Floor Multi and have it finish before the sponsor offers come. So instead I'd say to upgrade HR and sit on the rest until you sign the media deal for next season, then build as many and as large TFMs as you can. At your league level, if you go much higher in facilities without boosting your arena size, you'll soon have stagnated finances as maintenance creeps up.
You can also use a small portion of your nest egg to bid on free agents. You should be able to get some decent upgrades that will last you several seasons for maybe 5-10 million each.

He's not selling out so I'd avoid building up his rink until such a time. He needs OTR to sell tickets which is why my advice was to improve his team

he is first in his league, why should he buy better players? he needs a long term strategy for league II and that can not work without a decent media sponsor. and for that he needs the stadium, sold out or not is irrelevant imho
What pacman said: the arena buildup isn't just for tickets, it's for the media deal - extra ticket sales are just icing on the cake.
I'm just speaking from the experience of someone who nearly stagnated financially in a II level league. Profiting only about 20 million after an entire season is a bad situation to run into and will slow your development for a long time. You want to build your arena before maintenance costs start to slow you down because my experience was that it takes a looooong time to do it afterwards.

Trust me, I got to where I am because of my arena. But you need the OTR to make it viable. Otherwise it is just a big white elephant. Media and General sponsors feed off OTR... as does attendance.
I'm happy with my large arena too, but look at AL WHIDAT in Other World I.1. They have a pathetically small arena and are an elite team.

I would say that they see if they scout the player. The only difference coming from the academy is the OR of the player.
After re-reading the guide it seems that HR department affects the accuracy of scouting also in drafts. I can't see how the values wouldn't be the same if facility & staff are equal because that's the way scouting normally works.
Is there a reason you didn't use the same rating system the regular youth academy pulls use (1-5 star, also the same as sponsor offers)? Two separate grading systems seems unnecessarily confusing/complex.
Because when you draft a player they then go to your SA page like when you view pulls. Then the stars will be broken down by position and their OR will be visible. How can you say a player is 4* in the draft when it will vary across the different positions? Instead, you have "A" potential for a given position. Upon arrival, they get re-evaluated. You pull, they get re-evaluated. You scout and voila!
Well, that I can understand, but why not just use a 1-4 star rating system (with no half stars) to maintain consistency?
