It's a terrible idea.
What happens when 200 managers choose Australia as their other nationality, and in seasons to come take all the spots on the National Team from ACTUAL Australian managers? How the $@%@$ is that fair?

200 managers couldn't choose Australia, but you could buy very good Slovakian player and in 2 season (or more) he could become Australian player, eligible to play for your country giving your NT extra strength. Can't see nothing bad about it. In that case, You could even negotiate between your NT coach and Slovakian NT coach where will he play, giving you upper hand, more options...
2 seasons is way too short.
Make it a significant investment. Make it 5 years, that way no foreigner can play on the U18 or U20.

Yes, I think you are right. But those are just finesses, general idea should be pointed out as big improvement in making this game more interesting and more competitive for all.
and also it would be more better if only clubs which reached the level 10 of the training facility and sports academy of their headquarters can have sports academy in other countries.
Seems reasonable that SA10+ should cover those players.
...and it could be optional, because of those people who would like only players from their country.
Well devs have final word over this, we could just suggest, talk about it, have high hopes...
If there are enough people who are for it, it should be considered as an upgrade. It's not complicated, it should be optional, and I don't see any obstacles in it's implementation for now.
So to resume - it wouldn't hurt anybody, not even those who are against it for some strange reason. It could only benefit the game and small communities in long term.

As I've told several times, I'm all for any idea related to get foreigner players from our Youth Academies...
