My SA is level 12 and I have kept only two rookies so far this season. But of them just over 300OR and around 70 AQ. The other ones sucked big time, none better than 300OR and often times 5/6 in career length.
So I'd say yes, it's the way it is.

I haven't ever had a 300+ OR pull. I'm at level 11 with 65% youth training.
I sold my SDs with good youth training. My 3 star pulls are now 250OR rather than 280OR. Meh. I'd rather save money and buy my youngsters than play the lottery.
I'm not giving up on the SA. I know I'll pull some amazing prospects eventually.

It's the 20 million dollar lottery... but you can play forever and win endlessly (Only on Thursdays, and not more than 5 times a week) ... One time payment of 20 million, and if you're not satisfied within 30 days, demolish it and you'll get HALF of that hard earned money back!
Like PMullings said, though, the training camps are good points.
That said, I am saving up for the lvl 13 training facility before buying a lvl 12 sports academy.
Yes, it's probably the best decision. At least I bought the level 14 before buying the level 12 academy.

Well... that's good to know (godammit, we're gonna get wrecked...) Well, I guess that's just more of a challenge. Div. 2 is fun 
The Frenchmen play them tomorrow, I don't think I'll ever make up that one point that both of you have on me in the standings... So I'm kind of hoping for Hamilton to win that one.
I agree. I enjoyed my one season in div2 more than all my others in div1. Anymore I just want to enjoy the game. I don't enjoy getting clobbered all the time in div1. So long as I'm ~.500 I'm happy but I haven't been close to that mark in quite some time.
Man... there are some guys in div4 in other countries with 150+ points in 22 games. Holy f-in shit! They're 500 OR or so too!
