Not really. I train Tec 1 to 2. After new changes, there is no need to train Tec.

What new change eliminated the need to train tech in defenders to reduce penalties?

Oh I see, but that change only reduces the total amount of penalties. So I don't think we are talking about a large reduction in the need for tech on defenders.

Anyone knows what does it mean, when a player becomes a restricted agent or something like that? I have to offer him money if I want to keep him?

Yep He'll receive offers from other teams for a few days, then you have to decide if you wan to match the offer or let him go.

If you match, then you pay 70% of the highest bid minus any season bonuses you've given to that player. If you don't match, then you only get 50% of the highest bid.

Check the 'Contracts' section of the guide. There's some interesting info in there. Your player will be a Free Agent every 3 seasons starting at 26yo. He'll be an RFA the first time. After that he's a UFA. Meaning if you don't match the offer, then he leaves and you get no compensation. Eek.
