I agree with you, because when I had 13th level, my best players trained up to 1,6. With 14th it's 1,7 so I'm not pleased at all with progression of that. I've heard that some people had trained their players up to 1,9 with 14th...but that seems impossible for me.
reading all this makes me hesitate to build that lvl 15 as well ...
What about lvl 14? 
It's not a waste, just there more things that needs an upgrade and that will pay off in short period of time. Someone said, 2x2500 triple multifunctional seats, and he is absolutely right. It will come time to build 15th level of training center, but this time for the most of teams is not now. It will wait for few more season (2-3 at max)
Lvl 15 is not a waste. If you have the money, go for it. The "problem" is that most of us don't have that amount at this stage of the game. But like IzzaX said, maybe in a few seasons.
I'm entrenched in Arena upgrade mode, and will be for another 2-3 seasons.

anyone else here encountering slow PPM site ? it's loading rather slow at times (could be the internet, but want to be sure)
