Don't think it depends on player rating, but instead on performance. Being game stars, all-stars, point leaders, etc make them more famous.
Here is a game hockey.powerplaymanager.c... . There is a player Illya Rudyk who plays in PP and PK lines. And there is a player Gert Schrutt who doesn't participate in PP or PK. After match I went to lines and what I saw:
Illya Rudyk - 79/90 = 11
Gert Schrutt - 83/95 = 12
How it's possible that player who were more then 20% of the time (because of PP and PK) tired less then player who play just 20%?

PP/PK doesn't count ice time. I believe it only is based off of the on-ice percentage you set. What is L1% and L3%?
