See, the point of it is to a) get people to want to promote and b) even the playing field a bit. So it doesnt make sense for I.1 folks who win the division to get that sizable a bonus on top of the existing bonuses...

its much more silly that L2 champion will get more than twice money than L1 champion 
Not really, the L1 champion will have had a huge ammount of OR from winning the league against other players as well as most likely the currently strongest team which means he has to spend a lot less to keep valid. The promotion is a one time thing but if you take the strongest team, and give them MORE money on top of them already beating everyone you'll end up with leagues where the same team wins every time.... oh wait.
Exactly. Obviously ZenekKonevka is on the top of his league and wants to stay there... Unfortunately that doesn't really make it fun for anyone else when the same people win every year.
Top teams from L1 also go to the international competitions, thus more OTR, etc etc, so being at top of L1 isn't worthless
Don't forget dominating the NC usually and gathering huge OR per matchup.
Maybe he was injured a lot in his rookie season?

One. Or two. The playoff winner automatically promotes. The team who comes in second in the playoffs plays one of the teams in the higher league to determine who goes to/stays in the higher league.

All tomorrow if you're a league winniner. If you have to go through the promotion round, you'll get the promotion bonus after that in case you get promoted.
