yes you can. if that happened in the past, it was a bug that should be fixed now.
According to answers provided before, if lets say two defence players are identical at most aspects (chemistry, skills, energy etc) but differ only in the Midfield and Offense skill, then by choosing the one with higher MF will give you a boost in MF ratings (but not in player rating), while choosing the one with higher OF will result slightly higher offence ratings.
The same obviously should stand for other positions as well and for skills not participating in player rating.

I know that if you put a midfielder higher up in the field you will get more in the OF, but don't know if the skill matter.
Yes, it makes difference in game but you wont see it in player ratings at the end.
Shooting makes a lot of diference in game but is shown only in forwards ratings.

Why don't you decrease our expenses if you also cut back our sponsor money due to fewer number of leagues? It seems like the right thing to do.
Actually, some of the expenses do decay, as the wages of employees.
