Thats because energy is included in the calculations. ...and they will still go up slightly as well...or so I think.
As a new team is it worth it to scehdual a game everyday? I inherited the second to last place team so I have no hope of advancement. And I don't wish to advance. I want to sit in m league for 2 or 3 years and train/build facilities. Will a game everyday improve training? I assume I shoul rotate in guys to decrease energy loss.
Playing friendlies every day on Very Low costs very little energy and brings in a little bit of money. So play them as often as you can.
The players who play in games actually train a bit worse that those who sit. But they do gain experience. Which is pretty important.

To expand a little more, players also get a little chemistry, which over the long run, can add up to quite a bit. I've had players who drop out of the starting lineup, but I want to keep them around as a backup until the season is over, and as long as they play 4 friendlies a week, they can maintain 100 chemistry easily.

What is the best way to gain experience for players? My new goalie has played 3 games but is still at 1 exp... Is it due to the very low importance?
I don't think so. Gaining experience takes a while. I think more playing time means a bit more experience?
You need to play him against tougher opponents too, you get significantly more experience over time from playing better teams than easy ones. For example, my players gained very little exp during my last season in III.1 since I was the best team in the league.
