Yeah I'm in II.4 in soccer. And it will take a couple seasons for me to win the league. BUT I may not because even try to even when I can win the league because if I d I would get destroyed in I.1. Patience is the key I guess. Just want to get out of IV.2!!!!
Soccer is a good example when there is no reason to build SA and TF. Division III is a joke there, so if you are an active team you will promote after 1-2 seasons. To be competitive in division II you just need to grab free agents or cheap players with OR 1000-1300 (just make sure you have enough income to pay their salary). If you want to actually develop your own players in soccer, it will take you quite a few seasons to max the facilities, and few more seasons to grow the players.
The problem with building the facilities is that even if you upgrade your basketball SA to level 12(which will cost you around 80M) you start paying huge maintenance money, around 115K per day, that's more than 8M/season. Today for 8M, you can buy a pretty good youngster. I don't know how many good pulls you will get per a season.
Now, all that money is not worth spending on youngsters if you don't have a good TF(level 12 will cost you around 100M + 150K/day maintenance).
I don't know what is your income per season, but you can do the math and figure out how long will it take to get to level 12 in TF/SA. Now remember, that in few seasons from now, level 12 will be way behind from most teams in Div I.

Matt, don't want to be a downer, but I'm in II.4 with you, you are a lot more than a 'couple seasons' away from competing. Realistically your 6+ seasons away from even competing with the top 4 or 5. You simply do not have the money to do so yet and with your stadium close to bare you won't be getting any. Building your stadium should be your focus for the foreseeable future.

A typical II league looks like:
Playoff teams are at 25-28 rating.
Non-playoff teams 5-7 are 21-24.
And team 8 is abandoned or freshly taken over after been abandoned.

If you were in division I, you would probably make the playoffs. 2 deads teams and another one is tanking in my conference.

On the more serious note, it seems like for teams in division I it's worth to relegate to II.2 and II.3 instead of II.1. Also, if you want to stay in your division, it helps to lose the final series and finish in even position, so you will play in conference B which is always weaker than A.

Supposedly, playing with a significantly weakened lineup in the playoffs or for relegation/promotion hurts your sponsorship offer. It's not really clear what the threshold is or whether a single game may trigger the penalty or a fraction of some maximum potential penalty.
I am not sure that is how it works. I lost my last playoff series last year and finished 4th, but I am in conference A this year.
