When I try to bid for a player it says - Not enough money for this operation! - but I have over 400 000 and bid is only 110 000?
the problem is that you probably bid also on another players on the market. So if you have some another current bids on players on the market you can not count those money until somebody else overbid you.
Thanks Tragicomix
I do have bids on other players, but if i bid on other players the total money does not go down unless I win the bid and have to pay for the player. The system is assuming that I'm going to win every bid?

Yes, because teoretically, it could happen, and if it happened you could go to minus. so it is assuming so to prevent complications. in my opinion it is right rule.
It's a stupid rule, you should be able to make the bids, and if it comes to it, go into debt. Just put a 10% interest charge on debts, and not allow the player to spend any cash until they're back in the black.
