Agreed. They are more expensive than my staff who have 20+ OR on them and half the salary in some instances. Keeping attributes balances drastically reduces their salary per OR point upon contract renewal.
I'm starting to move away from the balancing act for some staff. Specifically the managers and SDs. Simply because I only care about 1 of their attributes; marketing and youth training. So while balanced staff might be cheaper per OR point on the whole, they are more expensive looking at the effectiveness of the one attribute you care about.
