He will be the starter next year but my main factor was experience considering your stats are relatively equal.
Also an update for everyone: The U21 team is significantly weaker than most U21 NT's out there because there are many staples for the Senior team that are 21 still so I had a smaller pool of quality 21 yo's to work with. On the flipside of that we should be in much better shape for next season due to lots of 20 yo's getting chemistry.

Ok. Even if they're equal right now (which I'm not sure they are), John Raymond will definitely play more in the national teams than Ken Avery going forward, so any chemistry and experience given to a lower quality player especially during a year when the U21 team is not competitive seems wasteful. You're the manager though, so I'm fine with whatever.
At the start of this season I wasn't sure how strong we really were with the 21 yo's on the senior team; so I decided that I'd give it my best shot with the strongest lineup I had. It was a close decision but I decided the 30 exp was more beneficial than the 30 or so OR difference.
Although within a game or two it should be pretty clear if we have 0 chance of making it past qualifiers. As soon as it is I'll be putting the line up to almost strictly 20 yo's.

I've been scouting all of the national team players. I just have a few U19 players left to scout.
They're similar, but Avery has much better shooting, if possibly a little too much. He also has a lot of blocking - not enough to play defense unless there's an injury. That may be a bonus or waste of OR depending on your view about how to train handball players. Since specialists are popular, probably more of a 100 OR waste of OR. Raymond has more FiP. Raymond also trains low influence attributes much more than Avery.
My current estimate is that 100 OR=10% bonus, so the extra experience amounts to about 33 more OR, distributed among attributes. This basically negates Raymond's advantage in FiP/technique.
Raymond has slightly better qualities.
Overall, Avery is arguably better offensively. Raymond is more arguably balanced and will be the better player in the long run, assuming that his CL does not fall sooner than Avery's CL. I'd go with Avery to win now, unless you really don't like his passing and speed. I'd ultimately go with Avery to build chemistry for next season if the United States doesn't have a chance to compete this season. By giving chemistry to 20 year olds the team will be stronger next season (though this strategy depends on the availability of quality 20 year olds). In addition, you might be able to give chemistry to players that will be 20 next season (I don't know if players take a chemistry hit every season for the handball youth teams that would negate this).
