National Federations






For this season’s PM patch we are proud to release the new National Federations system. This is what you need to know about it:

There will be a national federation for each country. Each federation has a president, elected by the national users.
The election of the president works like this:
- You can vote only concerning the federation of your country;
- You can vote on any national user that has come forward as a candidate;
- You cannot vote for yourself.

Users, after the election starts, will need to officially state they’re candidates so other users can vote for them. There’s a period of 3 days for candidates to present themselves before the real election starts. The candidate with more votes after the election period of 7 days is the new president.

The president of the National Federation will be the user responsible for nominating the National Team managers of the country (both the main NT & U21 managers). Therefore, the direct elections for these jobs has been be abolished. (The current U21 NT managers elected by the users will remain for another season, though. After the season ends and the next WC has been played, they can be replaced.) The president can name whoever he wants, of any nationality, except he can not nominate himself; a president can’t ever be national manager at the same time. The user nominated for the manager job will still need to accept the proposal, of course. The president will also be responsible for the firing of the National Managers, and will be able to do it anytime he wishes.

Other presidential tasks include:
- All presidents will decide amongst them who will host the next World Cups (using an internal voting system);
- Presidents will be able to choose the stadium used for NT games: the national stadium;
- Presidents have the ability to change the name of the first division of the country by creating a national referendum in which all users from the country can vote;
- Presidents can change the name of the national federation, also subject to national referendum.
- Presidents can set the national team kits.
- Presidents can set the national URL, the federation logo and a lot of other minor options.
- Presidents can send national announcements to the community.
- Presidents can nominate vice-presidents: these have all the options the president has except creating referendums, firing/nominating National Managers and voting for the World Cup site. They can’t be National Managers either.

National referendums are open for 7 days and can only be made once a month (for each type of referendum).

A president is elected "for life"; there’s only two ways to get him off the presidential position. One of the ways is simple: he quits the job himself. The other is through a "revolution". A revolution works like this:
Every election, the president is elected with a certain number of votes. After he’s elected, people can choose either to support the current president or to support a revolution (in the federation page). If the number of users supporting a revolution is greater than 75% of the votes the president got on the last election, a revolution takes place and a new election is started. If the number of votes he got elected with exceeds the number of users in the country, the number of users will be applied instead (so, if 75% of the total number of users are against the president, a revolution will occur).
During an election the president cannot use any of his powers. If the election was started because he resigned, nobody will be able to vote for him (he won’t be able to set himself up as a candidate). In case of a revolution, he can take part as a candidate if he wishes to do so.

This will obviously deeply change the current NT managers system, but will hopefully work more sensibly and give the users more power over who is in charge of their national teams.
This will be also be an important base for a lot of planned features. New referendums will be added to the federation’s list of actions as these new features are developed and laucnhed. In the future, our plan is to give the federation alot of powers concerning specific country-based rules.

Soon we will announce what’s next in the list of planned features; these will be developed for release next season. A new minor patch will be released in the upcoming days, focusing mainly on page and stat-related optimizations.

Federações Nacionais



Estamos felizes por anunciar o lançamento do Sistema de Federações Nacionais. Aqui está o que precisas de saber acerca disto:

Existirá uma Federação em cada país. Cada Federação tem um Presidente, eleito pelos treinadores nacionais.
A eleição do presidente funciona da seguinte maneira:
-Só podes votar na Federação do teu país;
-Podes votar num Treinador Nacional que se tenha chegado à frente enquanto candidato;
-Não podes votar em ti próprio.

Os Treinadores, após as eleições começarem, irão precisar de se tornarem candidatos oficiais para que outros treinadores possam votar neles. Existe um período de 3 dias para que os candidatos se apresentem antes que as eleições reais comecem (os candidatos escrevem os seus discursos de campanha aqui, sendo que alguns deles também o fazem nos fóruns). O candidato com um maior número de votos após o período de eleição de 7 dias será eleito o novo Presidente.

O Presidente da Federação Nacional será o Treinador responsável por eleger os Seleccionadores nacionais do seu país (tanto o da Selecção AA como o da Selecção Sub-21).
Assim sendo, as eleições directas para estes postos foram abolidas. (Os Seleccionadores actuais, que foram elegidos pelas suas comunidades, continuarão a desempenhar os seus papeis por mais uma época. Depois do final da época e após o Campeonato do Mundo ser disputado estes podem ser substituídos). O presidente pode nomear qualquer pessoa para o cargo, independentemente da sua nacionalidade, excepto que não se pode nomear a si próprio; um Presidente nunca pode ser desempenhar o seu papel e ser Seleccionador ao mesmo tempo. O Treinador nomeado tem que aceitar o convite, é claro. O Presidente também poderá demitir os Seleccionadores e poderá faze-lo sempre que o quiser.

Outras tarefas do Presidente:
-Todos os Presidentes irão decidir juntos quem irá receber o próximo Campeonato do Mundo (usando um sistema de voto interno);
-O Presidente poderá escolher o estádio usado para jogos de Selecções: O estádio Nacional;
-O Presidente pode mudar o nome da Primeira Divisão criando quase como que um "inquérito" onde todos Treinadores podem votar;
-O Presidente pode mudar o nome da Federação, também sujeito ao tal inquérito nacional;
-O Presidente pode escolher o equipamento nacional;
-O Presidente pode escolher o URL nacional, o logótipo da Federação e muitas outras opções;
-O Presidente enviar anúncios à comunidade;
-O Presidente pode escolher Vice-Presidentes: estes terão todas as opções que o Presidente tem excepto que não pode criar inquéritos, despedir/contratar Seleccionadores e votar para o Campeonato do Mundo. Estes também não poderão ser Seleccionadores.

Os inquéritos nacionais estarão abertos por 7 dias e podem ser apenas feitos uma vez por mês (para cada tipo de inquérito).

O Presidente é eleito "para a vida"; existem apenas duas maneiras deste deixar do posto. Uma das maneiras é simples: este demite-se. A outra é através de uma "revolução". Uma revolução funciona da seguinte forma:
Em todas as eleições, o Presidente é eleito com um certo número de votos. Após este ser eleito, todos os Treinadores podem apoiar o actual Presidente ou apoiar uma Revolução (na página da Federação). Se o número de Treinadores que apoiam uma revolução é maior que 75% dos votos que o elegeram, ocorre uma revolução e ocorre uma nova eleição. Se o número de votos com que este foi eleito excede o número de Treinadores Humanos no país, o número de Treinadores será o tomado então (assim sendo, se 75% do número total de Treinadores estão contra o Presidente, irá ocorrer uma revolução).
Durante uma nova eleição o Presidente não pode usar nenhum dos seus poderes. Se a eleição começou porque este se demitiu, ninguém poderá votar nele (este não poderá candidatar-se novamente ao lugar). No caso de uma revolução, este poderá voltar-se a candidatar ao lugar.

Isto irá obviamente mudar o sistema antigo de Selecções, mas isto irá fazer com que a comunidade tenha mais poder sobre quem está no comando das Selecções.
Isto irá ser também uma base importante para muitos dos desenvolvimentos futuros. No futuro, o nosso plano será dar um grande número de poderes considerando algumas regras específicas de cada comunidade.

Num futuro próximo iremos anunciar quais serão os novos desenvolvimentos a serem lançados; estes serão desenvolvidos com o objectivo de serem lançados na próxima época. Um novo patch será lançado nos próximos dias, focado nas páginas bem como outras coisas a serem melhoradas.
