In my last league match I had a player get sent off for accumulating two yellow cards. In many soccer leagues (online or real-life) this would also mean a 1 match ban. However, this player hasn't received any notification of a suspension. Should I sit him in anticipation of a suspension or does PPM not suspend players in this case?

No, you would have been notified already if he were to be suspended. Players only get suspended in PPM for straight reds or accumulating to many yellows over the course of the season. He will be suspended 1 game if he receives 2 more yellows before the end of the season. The information on suspensions can be found in the guide.
