Because it works just for the first time of promoting to higher league, not every time

but why then in team news was written 20%?

When are you planning on narrowing the gap between smaller-bigger communities?

We are not planning something like that. I think the system is good. People in the big countries want the exact opposite. They say it is better to be in a smaller country because it is easier to succeed there and gather huge OTR by winning everything.

It is impossible to please everyone. I think the current setting is fine. The differences are not that big between the best teams from each country. As for national teams, that is a different story and that is up to the communities to grow and create a bigger base to have more players to choose from.
