Interesting, i think first bid might be a better solution?!
From the guide:
If a player receives more identical offers, he will pick the one from the team that plays in the league with the highest average overall team rating. If this is identical as well, he will pick the team with the highest overall team rating.

ok thanks , I haven't see that on guide, my eyes are tired today .
bigger arena (+1700 spectators)
the same league ranking
+12 OTR more
the same staff
I got worse contracts for the same
then last season, why is that so?

maybe becouse you final games played with lot weaker lineup?
I think that in this case I should get a note in my team news, I haven't
+ I had the weaker lineup also last season (training camp)

last season Slovenia had 4 league levels, this season only 3. That means less sponsor money for everyone in Slovenia.
Which is kind of screwy and means teams from smaller nations will not be able to compete (for the most part) with teams from bigger nations. We've been saying that since season 1, and each season the gap widens. Yet you guys don't seem to see it.
Maybe it's meant to be like an incentive for smaller countries to bring more people in the game. Instead of this I agree with you, gap will only widen and teams from these countries will be left without motivation.
i still think that smaller countries are fastest way to develop team if you know game but for "average joe" gap gona widen more and more
To have 2 or 3 levels below Top division in the country says nothing about the quality and competitivity of that Top league..
So it's pretty clear that it makes the gap higher each season between the top teams of countries with 3 leagues and top teams of countries with 4 or more leagues..
This is bad for the small countries but awesome for the bigger ones..
PS: For the lower league teams there's no problem, because they only compete between them. The problem here is for the teams that compete internationally

Incentive maybe, but not all countries are going to have success with recruiting for this type of game. It's a flawed incentive, at best.
Smaller countries bring people in but lose them fast, partly because there is no true parity between nations.

It's not just international matches. There are also Champions Leagues and other tournaments that allow cross-league teams to play each other.
In any game like this, and ESPECIALLY in PPM, a team with big money often means a better club. PPM money = more upgrades and better players.
