could be. my gk has about 90 exp, better backup too, but gets a lower rating then a 190 exp gk (weaker and with lower backup).
yeah. so, a 724-362-362 gk, 94 exp, with a 645-323-323 backup (28 exp), and 94 energy, get a 246 rating. I'll let ciukitu tell about his pair.

The threshold for a new country league is 50 teams with additionally someone ready and willing to be the main organizer for that country. 32 is 18 shy at the moment.
I also think PPM staff are hesitant to create new leagues, because the last two countries that rose to 50 teams fell below that soon after.
