I do think that a bit more thought may need to go into this. If a team is weakened due to player injuries, then they shouldn't be punished. It's easy to say that a team should have a serviceable backup goalie, but what is the definition of "serviceable"? My backup is half as good as my starter... would he be weak enough to get me punished? I could buy a new goalie, but I don't have the funds to spend $40 Mil + on a backup goalie.
Herbs has a very good point that the rules will need to be VERY carefully written or you run the risk of people being incredibly upset - and upset people tend to be very vocal. If PPM don't want the criticism then there needs to be a lot of thought and planning before this is put into action.

well... u know that is not an unusual thing to get your starter injured and your 2nd + 3rd pair to go 30 or 40 points down (I am in that situation). do to economic facts, I cannot have 3 great GK's and if my starter goes down, I'l be dropping from 176 to around 130, even if my backup is 500-250-250... can't complain about other positions though, but that drop could cause problems in the situation that I'll go into play-outs instead off play-offs and I have bad luck. what if my starter and backup go both injured and I'll be able to start a game with a 75 strength goalie?

yeah, me too in the past, but that time I had 3 goalies and one of the injuries was short so he could be used as a backup

Another example. Many of the leading teams in playoffs, after winning the first game choose to lose the second game to earn more money and play the third game at home (if they are very strong favorites, they play the second game with a weak squad, just to lose). Of course, they will win the third one.

what about camps then? I mean, I have to sent at least 7 of the starters there and probably the 4th and 5th lines. On that week, my team will go... weak

Don't send them during the playoffs. There is time after the playoffs enough for camps.

We might do camps in the beginning of season. You are helping your NT coaches, NC games are pretty irrelevant at that time, even league games will be more interesting if most people take this kind of approach.
I've done both of my camps with plenty of NT players. Maybe I'm bit lower on table than before, but we all know PO is what counts most.
