Every manager must make profit any way he can to compete in this game. The easy way is to get good plyrs every week from academy. Im less fortunate and I get better staf, so I ask can I compete training staff in this game?
You can, but Staff are very hard to make profit from. You would be better to keep only those ones you need to help support your facilities and not have any others.
I must say that I like the changes mentioned in the news. I do have a question though.
There are always teams that play Very High every game throughout the entire season. Because of that there team strength during play-ofs will be significantly lower than their season average. Will these teams be punished in this new system as well?

if my team's strength is about 30% weaker than the opponent, and realizing that I cant win, I organized a camp during the one round of playoffs, I will be punished?
or if I have a very strong goalkeeper and a weak team and he gets injured, my team's strength is falling dramatically, I will be punished?
energy loss is gradual and the average team strength will drop along with your current team strength. it won't be a problem.
a good manager has a serviceable backup goalie. if you don't, it's a managerial mistake and you are taking a risk by not having one.
EDIT: It is extremely unlikely scenario that injuries will cause a team to drop below the required team strength. We will do our best to set the benchmark so that it doesn't affect these kinds of teams. However, we cannot take injuries into account. It is a manager's job to have solid replacements who can step in if someone gets injured.

will there be any announcement or notification from sponsors where they criticise us for taking "not good enough" team and that thay lowered our income? in fact, how can we know if we are punnished or not?
then you should define clear rules in guide, which are well managed team and which not.
I think everyone can choose their own scenarios, and build a team the way it knows how and wants to - unless it is against the rules.
if the injury will affect the team's strength decline, and the Guide will not say a word about such possibility, and if someone will be punished, it will be a laughing about managers.
then at least you should clearly indicate which are the critical limits that must not be violated under any circumstances (eg, percentage)
