You are somehow right, but in 3.12 it might be that you will play a lot of matches against bots, so you will get a lot of OTR. Anyway, playing in middle divisions will be more painful than playing at the lowest tier

No, i believe that is considered cheating.
I've spoken to Vlady before. You must have them put on the market at a normal hour. Also, you should scout them with your team so that way you're not getting an unfair advantage by knowing the player's qualities via your sitter team.

He probably meant you and your sitter 
And how I can know that ? We have dynamic ip address so probably almost all users in Serbia have couple same ip address.
He meant that you are sitting for someone you live with. If you are sitting for someone who lives elsewhere see my previous comment.

When sitter start, we didn't punish anybody for that. After that they made a rule. Honestly we didin't have too much "sitter cases".
