the way Vlady said it worked is that the level of your SA and the level of your sporting directors determine do not affect AQ at all. They DO determine a certain 'training time / factor' for each candidate - essentially each atty of a new guy is trained as though he spent a certain amount of time training at your facility. A high AQ guy will have MUCH higher OTR than a low AQ guy since each of his atty's will go up faster with that training time.
opivy's SA is at 9 - building 10 - and his staffies aren't that good (65 and 53 total). I'm at 12 today and my youth training attribute for my 2 active staff is 67 and 64 so that is a pretty big difference.
That being said, though, there were teams like Victory DNV that were pulling 260-280 guys back with SA's at 6 - he pulled some 90 AQ guys and hit the lottery.

Yeah my q's generally suck - I rotate 4 staff the guys who are there for youth are stacked accordingly, I know its more expensive that way but meh.
It just comes down to Q's then, mine always blow and that's the random factor so I just keep missing on the dice rolls.

I know that since I hired a sporting director as head with good youth values for my level, the AQs and ORs have been much better of late. And having good lecturers to keep training the directors helps as well.
There are just so many factors that figure into these calculations (or very few and a simple random number generator) that I don't think we will ever know how things are done, but certainly improving those areas related to youth pulls can't hurt us.

I have to say, I know qualities are supposed to be completely random... but the high AVG quality guys seem to very clustered. There seems to be an enormous pool of teams that get absolutely nothing (never get 70s quality guys, let alone 80s) and a very small amount of teams who get 2,3,4 guys with high qualities. Admittedly, I haven't done enough research on this, but I always see guys saying either they've pulled a couple of great players or none at all. This seem true of the teams I've scouted as well. Leggs mentioned Victory DNV... there are a number of teams like that whom I've scouted and found they've pulled a couple of outrageous players. While 95% of the other teams have never pulled a high AVG quality guy, or if they did it was on a low SA level and their ORs are quite low.

Yeah I still think it may be factored around and avg q for your entire team, buying guys with good q's could hinder your chance to pull a good q player. I don't know if thats the truth or not but it would stop a team from getting good pulls and buying up to a super ultra mega team.

Well, I waited until today to pull my players (so they'd be 15) and it didn't help. Top guy has 169 OR and 2 1/2 star potential.

I pulled a 230 OR universal defender. need to scout him to figure out if i'll keep him or sell him later.

The guys I kept from the pull today are only destined for the market. Nothing worth keeping for the long hull. They would never make my team but we will see once they are scouted.
