Every body has low scouting, so the accuracy of your ratings are questionable.

But surly the accuracy of scouting couldnt be that bad and it should go on both ways (top and bottom). Otherwise i dont see the point of scouting in that first levels of games.
It's still pretty inaccurate, a C to a D, Or a D to a C doesn't mean much.
But also consider, the first drafts that happened only had 30 Players. This draft has 60. You might have 1 or 2 more A players but 20ish more C/D players. And all with the same amount of scouting.

I found 1 A and 2 B players in my draft. But, I don't trust the results due to low scouting accuracy at the moment. better staff and a couple more levels on HR and SA...then I will be more trusting of the results. 
Level of the facility only matters before the draft. Right after the draft ends the true player ratings are shown.

That's what I thought as well, but since in my draft it seems to be no gems or A+ and A in the end, I'm not sure the system works in such a way

Out of the players I scouted three were shown as B before the draft. Right after the draft finished one of those players was shown as C and one of the players that were shown as C before was shown as B.
So it seems obvious it does show the true ratings right after the draft. If it doesn't, then why would the ratings change?

I don t know, but two manager with different rating on right side is not normal....
It's not true rating. It's new estimate on potential based on your HRE (which most probably got upgraded since the time you scouted players)
That's possible. I finished upgrading the facility on thursday. So there's very high possibility I scouted those players before the upgrade. But I can't remember the player names to check it for sure.
How about energy? Is it "turned on"? I see no drop in team strength on teams going on high setting all season.
Players gain chemistry and experience to keep it even. Once they hit 100% chemistry the team will be dropping in team strength. That has happened to me now.
Do you know if there will be some free time without games (for example time between regular season and playoffs or after the playoffs) to make training camp?
