How many stars does it have? Stars are very important here. If it's 1*, then you can expect much better offer. Your 5* offer should be better than any 5* offer for the winners of Croatia 3rd leagues, because your OTR is very high, your HRE deparment is at level 6 and you have qualified for CWC.

I think that also depend of the strength of the country leagues.
Then I'm confused also. The only possible reason I see is, that Croatia is a small PPM country with only 3 leagues.
I have won NC also and have finished 4th in 3rd league. My OTR was 153,93 this morning and my HRE dept is level 7 with 11% managers marketing efficiency.

Why I have offer for my teams TV rights with 5 stars and the amount they are offering is less than previous season??? What I have done wrong??? Yesterday they offered me only ~13000 and I saw 3 stars!!! Com on!!! Other managers in Latvia recievs offers for their TV rights between 100K and 300K!!!

It is probably because your stadium is currently smaller then when you started, due to construction.
i agree. my tv offer went from 4 star Weekly donation: 20 657 to 5 star weekly donation 93 194. all that changed was completing two seating areas.
Few minutes back I started to build it up, because I wanted a little bigger stadium on opening season!!! One manager in my country with just 1600 seats got approximatly 300K offer but me with 400 only 15K??? Com on!!! The increase is not proportional!!!
