I think PPM should figure out how every country, or at least every league can have a NT. If there is a concern about too much training or experience going to mediocre players, then tie these into the average OR of the NT. If you are playing with players who are no better than a club team, then there wouldn't be a training or experience advantage. Popularity might be tied to the number of clubs in a country: max(N,100)/100 or similar. And revenue could also be limited.

I believe Riken22 was referring to football, since this is the football forum. 
although the article is about hockey, it does state there should be a certain balance between attributes which I think is true for football also. We just don't know the best balance yet... but check the guide, it states the relative importance of attributes for certain positions. Try to play with that.
