Yes it can get lower. You have played with high match importance quite a lot so your players have low energy and I think that causes lower team strength for you.
Do suspensions carry over to the next season? I have a player who got sent off in my cup game which i lost. So will he miss the first cup game next year?
I'm not sure, but my guess would be no due to how it is likely coded in.

yes we will, but it will take some time.
If you don't mind me asking, what are you currently working on?
for example ranking of countries in hockey (something like a world ranking for national teams), team of the season in soccer (like season-long all-star team in hockey) plus some technical things.
