I'm debating selling my older vets and running with the guys Greene's age and lower. It'll make me very sad and I'll drop 1-2 ranks in the process, but the money saved...

As noted above, they do that because it is the easiest solution to re-use the existing code. You need a smaller roster. If they didn't up player salaries, they'd have to change something else (sponsorship equation, expenses, etc.) otherwise the financial dynamics would be completely thrown off. Hockey requires a minimum roster of 17 for a game. Handball requires 6. If we say hockey requires 22 (4 lines) and handball requires 12 (2 sets), then we get the factor of two you describe.

So... this draft is lousy as hell. Not a single A in the 6/6 player pool (I have 2 guys left to scout). Given our diminishing manager pool and the fact that youth pulls are excessively random, if the draft doesn't give us some As we're screwed on for the NT :/
I have an A scouted and have first pick. I'm sorry this draft feels lousy to you - you may not get an A for the first time in a dozen drafts or so 
If your mouse slips and falls, or gets distracted by cheese during the selection, that "A" won't make it past the second pick!!

Just as a reminder: my scouts are both 100% efficiency. You may very well be disappointed by that A you spotted.
I also only seldom get As anyway. But at least on this draft they would go to a good team as opposed to being sent to a team that can't train them well. It's ok, I don,t have the roster space, anyway xD

Perhaps. But I have a hunch that PPM's scouting system is more likely to falsely call a B+ an A than a B or B- an A.
I don’t think I’ve got a keepable player from the draft in a long time. The really good young players I currently have have come from the market lol.
You pick near-last in half the drafts, which doesn't help.
Just realized I am in the processing of selling my only def pivot and def RW. Whoops.
This is a good point. When I do get to pick bear the top, I either don’t have anything good scouted, or take the wrong player, like last time that crazy pivot went second, and my goalie turned out to be meh.
In line to be the starting offensive pivot of the U19 next season, at 17! Thanks for leaving him to me! Haha. Debating spending my frew credits to give him a nickname.
