They changed it two seasons ago if I recall. Because they didnt want 20 goals against "Team nonames" in NC and so on.
If you look at matches from season 5-6 in hockey and football there were more goals.

I wasn't playing a noname team. Still, I kinda understand the limit itself, but if it's to simulate a lesser effort in scoring more goals, then this should be reflected in the energy decrease in my opinion.
Why it's saying that about tomorrow's match ->
"Warning!!! The next game will be played by an automatically generated lineup!"
No one is sold, injured, suspended and so on...

Goal difference:
from 0 to -99
After specified time there is no substitution.
I think it is because I moved player from his original position (match start) to another one at half-time and substitution is at 70th minute. So basing on PPM's logic I'm trying to substitute player which is not present on it's place. But when I try to create new substitution that player is on his initial place.

Strange. But another player has been substituted...
I think you should configure it as -99 to 0 instead of 0 to -99.
In the news it has been stated exactly in the example, that correct use is lower number 1st, followed by a larger number.
So from -99 to 0 is correct. 0 to -99 is not.
So from -99 to 0 is correct. 0 to -99 is not.
