Thats it. When you make any changes to your formation, you MUST go and check substitutions after that. Otherwise it will most likely not work.

And also Im guessing after that change some of the subs have become red. that means they will not be made.

I didn't change player who must be substituted.

Yes. It's red. So the bug is in becoming red if player wasn't touched.

Now you know how to solve it manualy while waiting for the programers to solve it in the game.

You want to say that PPM knows about this bug and doesn't do anything??? As usual. At least they can put alert on save button that manager must re-save substitutions...

No, im saying that they know about it. Where did you see the "not do anything" part, i honestly dont know.

I see it when I doesn't see that my subs arent applied. And I dont know that they are not applied.

Yes, you see the bug, and you reported it. Thanks. We already know about it, but you cant say that no body is doing anything, because you dont know when it was 1st reported, nor how much time it takes to fix it, nor how much other bugs are reported before that one...
But all of this is of topic, main thing is that bug is reported and that until it gets fixed you know the way to work around it.

There's something wrong/fishy here, why Spain isn't participating in the Euro-Cup's playoffs? Cos if I'm understanding correctly, they should be and Portugal should be out...
