Happened to me before, though. I played very low against high and managed to get like 6 penalties more than the other manager.

Higher importance tends to lead to more penalties as players play "harder".
He played normal, a single notch higher than me at low. The penalties he took would have been normal if he played Very high, but at normal this is a bit surprising.
There will always be data outliers. Maybe his guys had crap in their cornflakes this morning?
