The % difference between 3 and 4 stars is small and if your offer is small you won't notice much of a difference. But yes, HR does affect your interpretation of the offer if I am not mistaken.
Accepted both Media and General offers that are 5 stars. 7M increase weekly. Pretty good considered I finished 6th again and had 1 point less than previous season.
My Media sponsor just dropped by $4.3 million per week (4 star offer - accepted). My general sponsor just dropped by $4.5 million per week (3 star offer - rejected). I even lost $100,000 per week on VIP lounges. I had a 20,000 seat stadium and 100% marketing for both seasons. My OTR is definitely lower this season, but I did just place fourth in the Cup Winner's Cup. It's lucky that except for level 15 regeneration and level 15 sports academy (that I have money earmarked for), my other two big 4 facilities are at level 15, because I might not be able to spend money for much longer (though on the bright side, I finally have the facilities to develop quality players that can be sold on the market). I'm lucky that I didn't relegate. I suppose, to be fair, my sponsors were above average last season compared to the best sponsors that I have had in the past.
I got a 5 star offer with a bonus for ranking, but it was about the same as the regular offer if I place 4th in I.1. That offer never seems to be very good, and the second type only seems to be worthwhile if you are a big fish in a small pond.

I had all 3* general sponsor offers...and all 2-ish mil lower than last season...The media offer was a measly 1*.
Wait until after your League Cup game to view - the extra OTR if you win will make a difference (even 100k/week adds up!).
Last season i was "honored" with a fantastic one star general sponsor, i was not available that day to choose a sponsor....so i sucked it up.
Today i was offered 3 higher rated general sponsor deals than what i currently have, in terms of "star rating". Yet all 3 were worse than my current one star sponsorship. Same Div II, about the same placement as last season, 100% marketing,better HR,....and yet the offers thus far are worse with higher star ratings? Is someone tinkering with the sponsorship mechanics? Hows this possible? SMH...

Day 2 of sponsor deals: Well, my HR improved again today, yea me. But do the offers get better? Nope. 20-30 mil less than my current 1 star, even worse than the 3 previous offers from yesterday,lol. Media was one star less than current 5 star, and just a hair less than current sponsor. Declined it. Im losing my ass with these 100% marketing guys on payroll just to get DIV III offers in Div II. My OTR is equivalent to last seasons. ppm trolling me hard.

So...who came up with the idea of reducing all the offers...apparently for everyone...? I admit I was away for a couple years...but I only remember this happening when you did worse than the season before, or did not in some reasonable way improve your team. What gives? My second round of offers was no better than the first...except these are now all 5* offers...
