Тема: Question about sponsors offers

hello, i just have a question.

i have 2 managers with 100 on marketing, that means 100% to get a good offer if im not wrong. so
the question is why i get a 5 STARS audiovisual offer and a 3 STARS principal offer? is there any bug or it have some chance to get a bad offer like mine, or just can get 1 good offer per day? badluck, bug, or normal system?

please someone that knows it well reply me.
I have close to a year playing this game and i dont know what happened with it cuz i never had 2 managers with 100 marketing but i got 5 stars offers some seasons ago.
