Out of the 8 active, 2 got their teams less than 40 days ago. 2 havent logged in 7 days and one in 14 days.
So, in short, 3 teams fighting for promotion in a boring way and 2 building their teams in also a boring way.
If i dont promote this season i will get too bored and likely quit.

That's just what tier III is like. 8 active teams seems about normal. You'll promote sooner or later, and tier II is fun once you make it there. It just takes some time to marginally work your way up. The likely match against the Oregon Blackbirds for second place looks winnable for whoever can end up in second place.
The improved sponsorship from promoting along with the promotion bonus might justify spending on some players to put yourself ahead (taking into account short term chemistry loss) - you can find upgrades cheaply enough on the market. I just happen to have a few respectable players for sale...
It would also help in the long run to begin to consider improving your stadium (making sure no improvements start and don't finish by the time sponsorships are determined).

I've done all of this. My chemistry is already messed up this season as i chose to play with two teams: stronger and better quality only against active and 2nd string against all others. My goal was to train and still have a shot to qualify.
I saved some money for purchase some late players. I will end either 2nd or 3rd. dont think i have a shot for 1st and hoping i finish 2nd. I should have enough team to beat the 2nd division team.

I wouldn't worry too much about not promoting. There are a few fodder teams in divII, so you should either win the promotion series or just plain replace them at the end of the season. Just to give a heads up, divII is a lot harder.
