Тема: Establishing a Nacional league

I am a lebanese and because the number of lebanese football team are few then we play in Asian league. However, since today the number of Lebanese teams is increasing so I want to know how can I make a petition to make a lebanese football league and what are the rules and conditions to establish this team ?

Azerbaiijan has at the moment 27 teams and its own league, so I think if you get at least 30 you could get your own national league as well...
