I think I'm right in saying that when you get to level 8, you can have thre members of staff?

If so, I don't seem to be able to select three. When I try to have another assistant, it removes the first one. What I am doing wrong?

You have got the wrong end of the stick from the guide.

You can only ever have 2 staff working in each facility. The 2-3 you can see for level 8 is that a level 8 HR facility will provide 2-3 new staff members each week for you to look at.
