Тема: Season 4 and overall progress?

Since I am new here, I have several questions.

Q1: After looking into my calendar, I did not notice anything about the upcoming season. Does anyone know when the new season will start?

Q2: Can players improve/increase their OR (overall)?

1: Look at May
2: Yes! Improve! If they get old enough and their career longevity decreases low enough they can decrease in OR.
