Ok...
So, now 10 D's in 10 tries.
Seems odd.
My HR level is 12.
My scouting efficiency is 23%.

Scouting isn't great. But, the odds of 10/10 being Ds is insanely low. I've found a whack of Bs, a few Cs and a few Ds... which is about standard.
the how about ... 3 Ds and 1 C on day one and 4 Ds on day two.

So if I don't buy credits is the draft a crapshoot for me? Can't rank my own players.
You can pick whomever you want in whatever order you want during the live draft.
Vlady: we changed the range of ratings for the new draft. now D includes a lot more players than before. but it's not a bug. the real quality of players has not changed. it's just represented in a different way.

ah. that makes sense I guess. I too have 7 Ds, 1 C, and 1 B out of 9 scouts and (like everyone else) was really starting to think something was messed up.

I'm kicking arse in this draft. 14 D's, 2C's 2 B's. Resembles my freshmen years report card.

We'll see. Tomorrow is the 7 day mark (the 1/4 point). Theoretically our end scouting results should just be 4x what we have after tomorrow.

Yeah, I'm still optimistic. I'd be popping Viagra like tic tacs if i knew it would help me get one up on the league.

Haha I know. The graphic was just a perfect opportunity to poke fun. 
Well I got 3 more Ds last night. So I've now got 17/21 Ds. That puts me on pace for 68 Ds out of 84 scouts. How nice.
What determines the number of players one can scout per day? - Im able to scout just 2 players.

It depends on the number of players you normally pull. The number you can scout is this + 1. Accuracy is determined by your HR and managers.
