How important is this facility? I am now at level 13 and am thinking of downgrading. All my top players are still at 96/96.

Regen will help your players train better when they play games. It has nothing to do with saving energy.

Agreed. My understanding is such:
Players play a game and they lose in-game energy. The amount of in-game energy used impacts the rate of training. What the regen facility does is reduce the amount of in-game energy used in the eyes of the training calculator making it appear as if your players didn't play as much thus train better.
