Approximately that would mean he had 100% chemistry (average 5% times 20). So he should end up at 20% in your team.
I called up a player that played 11 matches, which should mean something like 55% at the end of last season (still waiting for U20-Coach answer). That should be 11% then. But he came with 8%, so also less than expected.
I'm maybe computing in the dark here, but is everything working fine?

100% - 30% (reset) = 70%
70% x 20% (U20) = 14%
