Yeah I'm pretty sure "U20" means "Under 20". Kinda like you don't see 20 year olds at the World Junior Hockey Tournament.
U20 in soccer means 20 and under. I've played in competitive soccer leagues where they're defined as U16, U18 etc and it means 16 and under and 18 and under at a given date (most often Dec. 31).
I play U18. Means players of 18 years old and younger,no matter your date of birth. In soccer we count your year of birth.

I just re-read the article again, and as said before U20 means 19 and 20 year olds. U18 means 18 "and" under. The article is under the National youth manager announcement. It confused me for a bit, but it is what it is.
It should be like the same in real life. The U20 tournament in Dec is for kids who turn 20 AFTER a certain date. So I believe some of them are 20 years old and playing in the tournament but turned 20 after like August 31st or something.
