I think that's part of the beauty of the system. You need to anticipate the opponents tactics (playing B-team is also a tactic) and when you fail to do so, you're screwed.
It's a manager's decision to play very low and when it backfires, the manager is the one to blame, not the system.
There is an article in PPM MAG by, I believe, canucks357 that recommends (in a nutshell):
If you know a loss is likely and that you will be penalized for losing a game while playing lower than normal; try playing YOUR 'B' squad [on normal or higher].
Not only will you save energy on your 'A' line, you will gain chemistry AND experience for your backups. AND NO PENALTY.

Earlier people (namely Gamemasters) needed to work their ass off to look at the cases where this happened. Now it's not necessary anymore. Also, it's finally a little step to prevent people from throwing their second playoff game, when they can have a third at home. Now that risky behaviour is punished as well. It's one of best and fairest systems and it made a lot of people angry before. Now the only one getting angry is the one who made a mistake. Perfect.
It's more punishment than before when you had another sold out game. Also, it's possible that the sponsors pay less when you not only play on very low, but decrease the team strength too much. So that increases the risk for that behaviour.
Just because something is not easily explained does not mean it is broken.
Honestly, I'd rather see some of the new features of handball and basketball migrate into hockey and soccer. Take for example the staff requirements depending on roster size etc.
Also, if any engine can be update it is hockey. It is certainly the most rudimentary of the four.
Like I sad there is a flaw in your system. Engine calculates team strength of the players in the game not overall team strength. So the best team in PPM can play with 15 yo and lose a game and wont be punished for it.
