Aihe: incredible cheating happening in my leage

I do not know where to report, so I post here, to let everyone know it,
one of my league manager spent rather high price (2,222,222) to buy a really crap player, what is amazing is that GMs alredy approve this transfer, very clearly it is a cheating and for unknown reason GM approve it

I think, the buyer is dumb, or his friend bought it.

There's also the chance that the Qs were showing particularly high for a couple of bidders, which resulted in a bidding war and drove the price up. Hard to say from this end with such crap scouting. Looking at it from the outside though, it does make no sense that someone would spend that much on the worst player on their team who isn't 15.
