I am confused. If only two staff members can influence the efficiency of a facility, why can we have up to 8 staff members in a facility?
Some people like to train staff and sell them which is one reason why you might.

Another reason is to specialize the staff. Such as Sporting directors, having them train higher on one of the attributes
